Cartao de Cidadao or Citizen Card will replace all the existing cards (Health Insurance, Voter's Id & Social Security). This card will bring the Portuguese Nationals into the digital world. The card acts on the principles of the smart card which will carry all the information of an individual in the digital format. Moreover the card will replace the already existing BI.

The card will contain the holders address and two digital certificates that will permit the holders secure authentication.

What is the Citizen's Card and what is it for? 
The Citizen's Card is a physical and digital document, easy to use, that allows the citizens identification through various channels of communication, within the Public Administration and private entities.

Besides the identification, the card enables the accomplishment of electronic services, in the physical presence of an entity, on the Internet or by telephone. In those interactions the security level and the legal valour are the same of the traditional means.

The Citizen's Card presents itself as a true citizenship certificate, having a double form of a physical document, that identifies the citizen visually and physically (like the Identity Card), and of a digital document, that will allow its holder to electronically authenticate the transactions in which he/she takes part (through a personal PIN).

Technologically, Citizen's Card respects the international standards, especially the ones of the European Union. The card has the form of a smartcard, has an incorporated microchip with information storage and processing cryptographic capacities, which assure the security standards in the protection of the confidentiality and integrity of the personal information of the card, in the respect of the national legislation and of the corresponding European norms.

Where you can ask for the Citizen Card or Cartao de Cidadao?
The Citizen Card can be asked at

* At the register offices designated by or of the Director General of Registeries.
* At the citizen shop or Consulates Abroad

Documento para Viagem is considered as an Original Document to process a new Portuguese Nationality case. Documento para Viagem was issued by the Portuguese administration and mandated from 1st Aug 1954 for travel to the Indian Union.

This document was signed by the Director of Civil Administration in Goa and by the Governor for Daman & Diu and could be applied for in the capital of the eleven districts of Goa. From 1st August 1954 Portuguese Goans were asked to present Documento para Viagem to the Portuguese Immigration officials at Colem for them to enter into Indian Union. Prior to departure from Goa the Documento para Viagem had to be visaed by the Police Headquarters.

In simple language mutation mean adding or deleting of names in existing FORM I & XIV in Goa. Everyday Aam Goeankar goes home disappointed for not finding his birth or marriage or death records. If you ask for a solution with the Sub – Register he says there isn't any or has to register your birth or marriage or death once again.

This post will cover the documents required and the procedure for birth registration for persons born after 19th Dec 1961.

For all people who are born after 1961 and are decedents of Portuguese Goans (Daman & Diu Also), one of the parents has to be a Portuguese National & their marriage registered in Portugal to apply for your Portuguese Nationality. To obtain Portuguese Nationality for your parents click HERE. To register your parents marriage in Portugal click HERE.

Once you have the Assento do Nascimento & Assento do Casamento of your parent/s you can file for your Portuguese Nationality. The documents required to file for your Portuguese Nationality are listed below.

1. Birth Certificate of the applicant from Sub – Register
2. Birth Certificate of the parent whose birth is not registered in Portugal.
3. Residence Certificate from the Panchyat or Mamladar
4. Photo ID (Optional)
5. Assento de Nascimento of your parent who is registered in Portugal

Birth Certificate
Birth Certificate should be from the Sub – Register only. It can be in "TEOR" or Extract. If the Birth Certificate is not in Portuguese than it has to be translate in Portuguese Language.

The Marriage Transcription/Registration in Portugal takes 7 working days. The marriage process can be submitted in Conservatoria or in one of the many Registos Civil (Civil Registry). To submit the process in Civil Registry one needs an appointment but the waiting time is much less compared to the wait time at the Portuguese Consulate in Goa. (Generally it takes 5 – 7 days to get an appointment).

Portuguese Passport for Goans – Birth Registration in Portugal for Person born before 19th December 1961 (Updated)

The Portuguese recognizes all person born in Goa, Daman & Diu born on or before 19th December 1961 to be Portuguese citizens. Since the Portuguese Government does not have any records of these Portuguese Citizens they are required to do their Birth Transcription in Portugal. The Birth Transcription is done at the Conservatoria dos Registos Centrais in Lisboa Portugal.

The Documents required for Birth Transcription in Portugal are:
1. Birth Certificate.
2. Residence Certificate.
3. Residence Certificate to prove your residence in Goa from 1.1.1974 to 31.12.1975.
4. Photo ID Card (Optional)
5. Original Document (Optional)

Birth Certificate
Birth Certificate should be from the Sub – Register only. It can be in "TEOR" or Extract. If the Birth Certificate is not in Portuguese than it has to be translate in Portuguese Language.

Residence Certificate
Residence Certificate has to be from the Panchayat or the Mamladar which should clearly state that you are a resident of Goa, Daman or Diu from birth and also during the period from 1.1.1974 – 31.12.1975.

Residence Certificate to Prove your Residence in Goa from 1.1.1974 – 31.12.1975
This certificate should state/prove that you have been a continuous resident of Goa or Daman or Diu during the year 1.1.1974 to 31.12.1975

Photo ID Card
This document is Optional and it can be any Photo ID Card issued by the Government. Eg: Passport, Election Card etc etc. You can still apply for Portuguese Nationality if you don't have this document.

Original Document
Any document issued by the Portuguese Government Administration.
In the later part of 2004 the Conservatoria dos Registos Centrais started asking for this Original Document to minimize/fraudsters from obtaining Portuguese Nationality by forging Public Documents. This document is not a must but it makes the process simpler.

In  today's world almost everything is digital or WIFI. To keep up with the trend I discontinued my Cable TV and bought myself a brand new Airtel DTH. The sales rep was perfect to feed me all the bull he had and dish out some super deals to make the service and the rates spicy. He managed to talk me into his crappy service for which I paid Rs.2600 and some change for a full year subscription. During the sales talk, he made me feel this was the ultimate.

One month later, I regret for switching to DTH. No doubt, they offer digital picture but of course, it comes with a price, which is hard to pay during bad days (Recession), which we all are going tru. DTH works out very expensive to the Cable TV but you realize this only after you have installed the dish and purchased the subscription. The sales person will never show his face again to you.  

The normal cable TV will cost you Rs.1600 after you talk to your cable operator about discontinuation of his services where as you need to make more than Rs.3000.00 to get all that you get by keeping your cable TV.

The choice is yours, analyze and take advice from friends before you make a decision. Best is to make an excel sheet and calculate the difference. Or else you will end up paying more money like me.

Last couple of day the news channels are shouting on top of their voices that we have entered in a bull market, India can maintain the already published growth. I did some research on this subject and after analyzing the data, I can see only the analysts and economist predicting the growth story.

The transcription of birth of a person born before 19 Dec 1961 takes a maximum of 1yr. I have received many enquires via e-mail about process which are more than a year old. The applicants are helpless, as they have no clue about the procedure to find out the information about their process. Each time they visit the agent who had helped them he/she plays the same story " next moinea Portugula sun letter ieatoli" (next month you will receive a letter from Portugal) to make it sound professional he included his advocates name in this reply. Six months later, the applicant still has not received any letter from Portugal.

The correspondence is delivered to the advocate who had submitted the process in Lisbon – Portugal; therefore as told by the agent in Goa, I am not sure whose letter will come to the applicant as the correspondence is forwarded to the advocate.

This is just the beginning, ask for the advocates name and telephone number and IF supplied by the agent make the call to him/her in Portugal some of you might be surprised the so called your appointed advocate does not even recognize you by your name and all the information. The local agents just informed you that the advocate in Portugal informed him that you will receive a letter shortly.

Many agents in Goa pay the advocates just to submit the papers once the papers are submitted and the CRC number is obtained the advocates job is over. All the correspondence from the Conservatoria is received by the advocate, and then forwarded to the garbage bin.

The worst part is, updates of your process can only be obtained by the advocate appointed by the agent for you since he has the Power of Attorney on your behalf. There are also some highly influential advocates use their charm to get information without the Power of Attorney, but the information is only verbal nothing in writing.

The Conservatoria takes 7 days to reply to your letter requesting update on the process, it's time for all the applicant whose cases are pending for more than 6 months to ask their agents to provide the written reply from the Conservatoria which will help you to get the true facts/updates on your case.

Portuguese Passport for Goans – Marriage Registration in Portugal

The Portuguese Consulate here in Goa advises you to apply for Bilhete de Identidade or BI to register the marriage. The BI takes approx. 3- 4 months to arrive after the application is made at the Portuguese Consulate in Goa. To make a BI application you need to make an appointment that is scheduled only after 6 – 8 weeks. I feel this is waste of time since you can directly register your marriage in Portugal soon after the transcription/registration of the Birth.

To register your marriage in Portugal for Portuguese Passport (Goans) you need to appoint an attorney or a lawyer in Portugal. Or if you have any relations or friends living in the close proximity of the Conservatoria than they can submit your documents for Marriage registration for Portuguese Passport.

The Lawyers charge Euro 100 to register the marriage and they guarantee the marriage registration for Portuguese Passport in 45 days or earlier. The registration fee to be paid to the Conservatoria is Euro 100.

Documents required to register Marriage in Portugal for Portuguese Passport for Goans are:
1. Copy of Assento do Nascimento ( of euro 16.00)
2. Birth Certificate of husband/wife whose birth is not registered in Portugal.
3. Marriage Certificate from Sub – Register.
4. Marriage Certificate from Church.

Excluding document # 1 (Assento do Nascimento) all others have to be notarized, attested by the Collector and than by the Under Sectary (Home Department). All documents should be in Portuguese if they are in other languages they have to be translated in Portuguese and both the copies have to be notarized, attested by the Collector and Under Sectary (Home Dept) before submission. For South – Goa applicants who are in need of the Original Document to apply for Portuguese Passport in Goa, you can find your original birth certificate in the office of the Dy. Director of Education, which is located above BDO near Holy Spirit Church Margao. The office has the actual original Birth Certificate and is willing to give it to the actual owner of the birth Certificate.

These certificates were produced to the Education Department to identify the age and the name to administer vaccination. Most of the records are from 1950 to 1961 and if you happen to be 6yrs old during this year's than you should be able to find your Original Birth Certificate in this Office.

Portuguese Passport for Goans – Without the Original Old Document

The Portuguese administration had introduced a new law for obtaining the Portuguese Nationality for the nationals of Estado da India (Goa). This law prevented many genuine nationals of Estado da India (Goa) from applying to Portuguese Nationality. Many cases are pending in Conservatoria due to non – availability of this Old Document for Portuguese Passport.

After a lengthy correspondence to lawyers in Portugal and Conservatoria it is established that Portuguese Nationality for Goans can be obtained without this Old Original Document. The process is lengthy it takes approx. one year to register birth and marriage and it is expensive too. The total cost would run to approx. Euro 1800.00.

There are two people involved in this process, one being the attorney and the other person is engaged to monitor the process. It has become a human tendency to forget about the files that are buried on the work desk to search for these files and to move this files the second person is engaged. This help in speeding the Portuguese Nationality Process.

Portuguese Passport for Goans – Original Document (Old Document)

The Original Document is any document that was issued to an individual by the Portuguese Government Administration during its regime in Goa or before 18 December 1961. The different original Documents that are required by the Portuguese Consulate in Goa or Conservatoria dos Registos Centrais – Lisboa are:

1.      Documento Para Viagem

This Document was issued to nationals of Estado da India to travel outside of Estado do India. In simple terms, this was called the travel document. If you did have one than there is a copy of this document with the Director of Archives – Panaji

2.      Bilhete de Identidade

This document also known as the ID card was necessary for every national of Estado da India. It was form of an ID card which had to be presented to any Government Office to prove your identity.

3.      Certidao Narrativa

This document is also known as the Birth Certificate. This was issued then by the Portuguese Government administration .

4.      Passaporte Portugues

Portuguese Passport this was issued by the Government Administration in Estado da India.

This documents have to be of the Individual who makes the application for the Portuguese Nationality however if you were born in or after 1948 than you can use your parents Old Document.

Many people have burned their Old Document on the eve of libration day for those who had treasured these documents are fortunate to attain Portuguese Nationality without any difficulties.

Most of the Goans who have applied for the Portuguese Passport or Portuguese Nationality have little or no knowledge of the Portuguese Language. As per the Portuguese Passport for Goans guideline all documents have to be in Portuguese Language if they are in any other language they have to be translated in Portuguese. The Portuguese Authorities in Conservatoria dos Registos Centrais look for quality and correct translation including the grammar. Therefore, these applicants approach people who can read, write and speak Portuguese. Portuguese Passport for Goans – Pending Process Status

Majority of the applicants who have applied for the Portuguese Nationality are in serious need of updates of their process status. The so-called Portuguese Passport Agents in Goa are of no help in this matter. They advise you to send a letter to the Conservatoria dos Registos Centrais and they draft the letter and charge you Rs. 200 – 300 for this letter than it is your duty to mail it or fax it. Many such letters are either lost or send to the garbage bin in Portugal, some do get replies. The Portuguese Agents have no connection in Portugal even if they tell you they are good friends with employees working at the Conservatoria.

Portuguese Passport for Goans – Pending Process

Portuguese Nationality for Goans is the new wave in town. It is the birth right of every Goans born during the Portuguese Era or Estado Da India or India Portuguese. Many applicants abuse the system and the rest have to suffer. The so-called Portuguese Passport Agents or Agents of Portuguese Passport have abused the system for financial benefits or I call it the Temporary Happiness.  The applicant for the Portuguese Nationality is uneducated about the Portuguese Nationality Process and is easily made to belief the magical powers the agents has to get your Portuguese Nationality or Portuguese Passport within six months. These so-called Portuguese Passport Agents in Goa have submitted false declaration, documents together with the Portuguese Nationality Process. Portuguese Passport for Goans – Church Documents

First it was the sub – register that was making it difficult for the aspiring applicant of the Portuguese Nationality.  Now the church is making it difficult to procure the photocopies of the original certificate to produce it to the Portuguese Consulate in Goa.  Our local parish priest informed me that the Bishop has requested not to issue the photocopies of the original documents. The Portuguese Consulate in Goa accepts the extracts of these certificates but the cost increases as these extracts are available in English Language only and the extracts needs to be translated in Portuguese to submit for the Portuguese Nationality for Goans.  The public should send letters to the bishops palace and the news paper editors expressing the difficulties faced due to above said.

If you have watched the Karate Kid movies, you will see Mr. Miyagi performs magical cures on Daniel. It all looks fiction but if you read on these medical therapies these were indeed performed on humans to cure diseases. There are some ancient medicinal mixtures known to cure many deadly diseases. Portuguese Passport for Goans – Lost Documents

Marriage Certificate
If you marriage certificate is lost or damaged or not found by the sub – register or any other issuing/recording authority, the marriage can be registered once again under The Special Marriage Act 1954.

To register a marriage under this act both the parties should be mentaly & physically healthy and not be related in any way which is prohibited by the law. Parties who intend to get married has to give notice to the local marriage officer. If one of the party is residing in a different area than he/she has give a notice to her/his local marriage officer. The marriage is solemnized after completing of 1 month to the date of publication of the notice if there is no objection from anyone. If there are objection to this marriage than the marriage officer is the sole authority to take the decision to solemnized the marriage or refuse it. After solemnization of marriage, the marriage is recorded in the record books.

It is advisable to give a public notice in the local newspapers of both the parties inviting objections if any. Both the parties should be in the legal permissible age group for this marriage.

This marriage certificate is eligible for Portuguese Nationality for Goans.

If you are a catholic the church has a copy of your marriage certificate, you can ask the parish office for the photocopy of the marriage certificate of a marriage certificate to register it once again in the sub – register. They will provide you with the same. This copy than has to be submitted to the sub – register to re – register the marriage once again.

This marriage certificate is eligible for Portuguese Nationality for Goans.

Goa Tourism – Medical Tourism

Medical tourism has a huge potential many Goan doctors majority dentist have out shop along the coastal side of Goa. I know many who has shut shops in the cities and moved to the coastal areas. This is a wise move on investment part. The recent article on Insurance companies making a provision for medical tourism has created a lot of interest for tourist. They can combine relaxation with treatment, " Peter Kelly" a long time tourist from England said he will definitely speak to his insurance company about this program which will save the money he spend on his treatment in Goa.

We as public can participate in this move also. We know insurance companies will tie up with big hospitals chains like Apollo, Fortis to name some. The Portuguese Consulate here in Goa insists some of the Documents for Registration of Birth for Portuguese Passport should be in "TEOR". However, the funny part is the Conservatoria dos Registos – Lisbon says the documents have to be translated in Portugues (Portugal) Language if they are in other languages.  The TEOR reduces the paper work since the translated version of the document is eliminated and thus saves the cost too.

Last week I called the Portuguese Consulate here in Goa for advice on the lost Birth Certificate in the sub – register at Margao. The officer in the Nationality department of the Portuguese Consulate here in Goa was clueless on any other options.  I can imagine how many people are sent back disheartened due to lack of proper education and knowledge to this officers at the Portuguese Consulate here in Goa. Obtaining Portuguese Nationality for Goans is our basic right.

Portuguese Passport for Goas – Lost Documents

Due to the tardiness of the government staff at the sub – registers many of our old records are destroyed or damaged. These Old records are very important to us in our basic life and many wise people from the Portuguese era have kept copies of these records.

If your documents are missing or lost, there is nothing to worry. Detailed below are the various other options available for recreation of the lost Document.

Birth Certficate:
If your birth certificate is lost/destroyed at the Sub – Register try to remember the place where your birth certificate was a requirement. Once remembered you can approach them and ask for a copy of your Birth Certificate. Usually Birth Certificate is submitted at the time of educational admission, Obtaining a LIC, Marriage or Job.  If this department does not have, your files ask the peons to search for it in exchange of rewards. The department should have your file somewhere.

For Catholic you can obtain your baptism certificate from the church and submit it to the sub – register he will attest the same and give you an extract of your birth certificate that is eligible for your Portuguese Passport Documents. Simultaneously ask for a letter with the sub – register explaining the loss/damage of your original certificate.

For other religions and people who do not have copies can submit school certificates, passports, driving licenses any documents issued by the government administration as proof of age. The Sub – Register or any other issuing authority is bound to give you a certificate based on these documents and an affidavit mentioning the loss of your birth record. Further to this if you are unsuccessful to obtain the proof of age you can still re – register your birth for this you will need two of your relative who are older to you to fill out the required from and affidavits swearing of your date of birth and place of birth or any other relevant information. The Sub – Register or the issuing authority will issue a birth certificate based on these documents. This document is eligible for Portuguese Nationality for Goans.  

The other legal process to obtain a Birth Certificate if the above process fails is make an application & Affidavits to the Sarpanch of your local Village Panchyat or the Mamladar if you live in the city. The application and the affidavits are to be signed by your parents.  The officer will depute an investigator to your place/house of birth, make necessary investigations with your neighbors, and collect their signatures as witnesses. The investigator will certify that your application is correct and send it back to the Sarpanch or Mamladar. The Sarpanch or Mamladar will sign and send the application to the sub – register to record your birth. The sub – register will certify and your birth will be recorded. Once this process is complete the sub – register will send the information to the municipality you belong. Once the municipality receives the order they will enter your details are issue a Birth Certificate. This certificate is eligible for Portuguese Nationality for Goans. This is a lengthy and complex process

Goa Election 2009 were conducted in a peaceful manner, the estimated voters turn out was approx. 53% compared to last year's election which stood at 59%. The reduction of voters was due to the unhappiness and lack of choice in choosing the right person for the job of an MP. Sanguen in South Goa recorded a highest number of voting percentage - 60% and Pernem in North Goa recorded 69%. The lowest was in Panjim 42%. Two senior citizens died of heart attacks in Nuvem and Fatorda in South Goa.
