Portuguese Passport - The Old Document Hunt

This morning I was in Panjim at the office of the Archives situated in Althino..... not the head office but a separate office of the Department of Archives. I was to collect the so called Old Portuguese Document (original document) for a friend of mine. To my surprise the department still has the register of the Documentos Para Viagem and not the original Documents. If you are lucky to trace your name than you can get a copy of the register book. I quickly asked the office clerk if the Portuguese Consulate in Goa accepts these copies as an original document and YES was the quick reply " yea certified copies mure sarke originalacho copies". BTW don't get excited these copies are not the old documents which is one of the requirement to apply for Portuguese Passport ( the correct term is Portuguese Nationality but the passport works in Goa)
 
The said office is located in Althino take the road towards the Chief Ministers official residence, make a left turn, than a right turn besides the Bishops Palace and proceed till you come to an intersection of 3 road. The office is on the left side, prior to this it housed the mental hospital.

I found my mothers documentthe dated 1953 traveling to Mombasa Africa Para Viagem is this accepted in Portugal because this is not accepted by portuguese consulate in Goa.
Please confirm

If it was issued by the Portuguese Government than there is no reason for not accepting the document.
