Portuguese Passport Agents in Goa

on Thursday, April 30, 2009

I receive e-mails about how the Portuguese Passport Agents in Goa rob innocent people of their hard-earned money. Goans all around the world are acknowledged for their kind hospitality and honesty but here in Goa its exactly the opposite, majority of the Portuguese Passport Agents in Goa are half educated about the new developments that are in place in Portugal. The only advantage they have over the public is the understanding and speaking of Portuguese Language.

All these Portuguese Passport Agents in Goa will tell you great stories about how they have successfully completed many applications for Portuguese Passport for Goans. They must have assisted to start the process but later on, they follow the normal procedure. The fees charges by this Portuguese Passport Agents in Goa are exorbitant.

The total fee structure for the Birth Registration is approx Rs. 4000.00 these charges are for the attestation of the documents only and is paid by the applicant. There are no charges for Birth Registration if the applicant is born before 1961.  If you want to submit the documents in Portugal than the charges are,
Translation Charges – Rs.100/document
Courier Charges – Rs.1875.00
Attorney Fees – 150 – 200 Euro (Approx Rs.12, 000)

The total charges to submit the process at the Portugal Consulate in Goa is approx. Rs.4000.00 since all the documents are in Portuguese and are not require translation. To know which documents are required for Birth Registration click HERE.

The total charges to submit the process at Conservatória dos Registos Centrais is Approx. Rs.20, 000.00

Portuguese Passport for Goans – Pending Process

on Wednesday, April 29, 2009

Portuguese Nationality for Goans is the new wave in town. It is the birth right of every Goans born during the Portuguese Era or Estado Da India or India Portuguese. Many applicants abuse the system and the rest have to suffer. The so-called Portuguese Passport Agents or Agents of Portuguese Passport have abused the system for financial benefits or I call it the Temporary Happiness.  The applicant for the Portuguese Nationality is uneducated about the Portuguese Nationality Process and is easily made to belief the magical powers the agents has to get your Portuguese Nationality or Portuguese Passport within six months. These so-called Portuguese Passport Agents in Goa have submitted false declaration, documents together with the Portuguese Nationality Process. The Conservatória dos Registos Centrais has investigated some cases of false documentation and discovered many such cases, for this reason the Conservatoria dos Registos Centrais – Lisbon is making additional inquires and investigation to determine the genuine documents from the forged ones.  This is the reason there are many Portuguese Nationality Process of Goans pending at the Conservatoria dos Registos Centrias – Lisbon.

The other reason can be the process is completed and the intimation of the completed process lost in the mail (post). I still suggest appointing a lawyer in Portugal to pursue your case. To find a good Lawyer click HERE

Portuguese Passport for Goans – Church Documents

on Tuesday, April 28, 2009

First it was the sub – register that was making it difficult for the aspiring applicant of the Portuguese Nationality.  Now the church is making it difficult to procure the photocopies of the original certificate to produce it to the Portuguese Consulate in Goa.  Our local parish priest informed me that the Bishop has requested not to issue the photocopies of the original documents. The Portuguese Consulate in Goa accepts the extracts of these certificates but the cost increases as these extracts are available in English Language only and the extracts needs to be translated in Portuguese to submit for the Portuguese Nationality for Goans.  The public should send letters to the bishops palace and the news paper editors expressing the difficulties faced due to above said.

Goa Tourism – Medical Tourism

on Monday, April 27, 2009

We used to watch in movies where an old sage would go to the jungle can find amrut for his soldiers and hero's. If you have watched the Karate Kid movies, you will see Mr. Miyagi performs magical cures on Daniel. It all looks fiction but if you read on these medical therapies these were indeed performed on humans to cure diseases. There are some ancient medicinal mixtures known to cure many deadly diseases. Medicinal herbs and Ayurvedic treatment use the same methodology that were used in ancient years to cure patients and wounded soldiers.

Medical Tourism in Goa is gaining momentum, many foreign tourists are flocking to Goa to take the advantage of Ayurvedic Treatment and many have been, cured from malignant diseases.  In addition, Goa has lovely weather, which helps to bring changes to your body.

If you remember during our childhood days in the month of May, we used to accompany our grandparents to the beach for a seawater bath or to some fresh water springs. We used to enjoy the bath but this very bath used to cure many diseases and refresh our bodies for the next season.

Goa Tourism – Medical Tourism

Medical tourism has a huge potential many Goan doctors majority dentist have out shop along the coastal side of Goa. I know many who has shut shops in the cities and moved to the coastal areas. This is a wise move on investment part. The recent article on Insurance companies making a provision for medical tourism has created a lot of interest for tourist. They can combine relaxation with treatment, " Peter Kelly" a long time tourist from England said he will definitely speak to his insurance company about this program which will save the money he spend on his treatment in Goa.

We as public can participate in this move also. We know insurance companies will tie up with big hospitals chains like Apollo, Fortis to name some. Apollo Hospital has a market cap of roughly Rs2300.0cr and Fortis around Rs.1500cr. It will be a good investment if we start accumulating the stocks of these companies so that we too do not miss the bus of Medical Tourism in Goa.

Fortis has plans to expand to 40 hospitals by 2012, plans to by Wockardt Hospital, and has lined up the resources for this. Medical Tourism is a long-term story and the currents prices of these stocks are very appealing. Medical Tourism stocks are necessary for any longtime investors

Portuguese Passport for Goans – TEOR Myth

on Sunday, April 26, 2009

The Portuguese Consulate here in Goa insists some of the Documents for Registration of Birth for Portuguese Passport should be in "TEOR". However, the funny part is the Conservatoria dos Registos – Lisbon says the documents have to be translated in Portugues (Portugal) Language if they are in other languages.  The TEOR reduces the paper work since the translated version of the document is eliminated and thus saves the cost too.

Last week I called the Portuguese Consulate here in Goa for advice on the lost Birth Certificate in the sub – register at Margao. The officer in the Nationality department of the Portuguese Consulate here in Goa was clueless on any other options.  I can imagine how many people are sent back disheartened due to lack of proper education and knowledge to this officers at the Portuguese Consulate here in Goa. Obtaining Portuguese Nationality for Goans is our basic right.

If any of your documents are lost or damaged click HERE

Portuguese Passport for Goas – Lost Documents

Due to the tardiness of the government staff at the sub – registers many of our old records are destroyed or damaged. These Old records are very important to us in our basic life and many wise people from the Portuguese era have kept copies of these records.

If your documents are missing or lost, there is nothing to worry. Detailed below are the various other options available for recreation of the lost Document.

Birth Certficate:
If your birth certificate is lost/destroyed at the Sub – Register try to remember the place where your birth certificate was a requirement. Once remembered you can approach them and ask for a copy of your Birth Certificate. Usually Birth Certificate is submitted at the time of educational admission, Obtaining a LIC, Marriage or Job.  If this department does not have, your files ask the peons to search for it in exchange of rewards. The department should have your file somewhere.

For Catholic you can obtain your baptism certificate from the church and submit it to the sub – register he will attest the same and give you an extract of your birth certificate that is eligible for your Portuguese Passport Documents. Simultaneously ask for a letter with the sub – register explaining the loss/damage of your original certificate.

For other religions and people who do not have copies can submit school certificates, passports, driving licenses any documents issued by the government administration as proof of age. The Sub – Register or any other issuing authority is bound to give you a certificate based on these documents and an affidavit mentioning the loss of your birth record. Further to this if you are unsuccessful to obtain the proof of age you can still re – register your birth for this you will need two of your relative who are older to you to fill out the required from and affidavits swearing of your date of birth and place of birth or any other relevant information. The Sub – Register or the issuing authority will issue a birth certificate based on these documents. This document is eligible for Portuguese Nationality for Goans.

The other legal process to obtain a Birth Certificate if the above process fails is make an application & Affidavits to the Sarpanch of your local Village Panchyat or the Mamladar if you live in the city. The application and the affidavits are to be signed by your parents.  The officer will depute an investigator to your place/house of birth, make necessary investigations with your neighbors, and collect their signatures as witnesses. The investigator will certify that your application is correct and send it back to the Sarpanch or Mamladar. The Sarpanch or Mamladar will sign and send the application to the sub – register to record your birth. The sub – register will certify and your birth will be recorded. Once this process is complete the sub – register will send the information to the municipality you belong. Once the municipality receives the order they will enter your details are issue a Birth Certificate. This certificate is eligible for Portuguese Nationality for Goans. This is a lengthy and complex process

Goa Election 2009

on Thursday, April 23, 2009

Goa Election 2009 were conducted in a peaceful manner, the estimated voters turn out was approx. 53% compared to last year's election which stood at 59%. The reduction of voters was due to the unhappiness and lack of choice in choosing the right person for the job of an MP. Sanguen in South Goa recorded a highest number of voting percentage - 60% and Pernem in North Goa recorded 69%. The lowest was in Panjim 42%. Two senior citizens died of heart attacks in Nuvem and Fatorda in South Goa.

BJP & Congress both claim to win in huge margin – Only Time will tell!

Goa Tourism – Medical Tourism

Medical tourism in Goa has been more of a noise than action. Few medicos have foresight of the mass potential Goa Medical Tourism Holds. Goa has its own pristine world famous beaches, which are, visited by many tourists all round the year. Few years ago, patients had to come on their own expense to avail the medical facilities here in Goa, but in recent time, many Health Insurance Companies outside India have programs, that offer Medical Tourism as part of their benefit programs.
The article signifies the acceptance of Medical Tourism by Insurance Companies and this move will bring massive growth to the industry.

Portuguese Passport for Goans - Choose your Attorney

This post will help you decide on appointing an attorney in Portugal.
Deciding on an attorney in Portugal is like find the needle in a haystack. There are many well known attorneys available in Portugal who will promise you the moon. In the begening I too had many difficulties in find an attorney in Portugal finally I found one tru a Portuguese Passport Agent in Goa. I gave all my papers & money to this agent and the process was initiated by no one followed it. The process has to be followed vigorously and a lot of time and phone call are required for this.

Normally an attorney in Portugal will charge you a nominal fee of Euro 400.00 for birth and marriage registration. I would say forget him. He might be the best attorney but what is does is simple. He takes your papers and your money and submits the papers and than forgets about them. To submit the Portuguese Nationality papers for those born before 19th Dec 1961 there is no charge.

There are some who charge you Euro 150 - 200 to submit the Portuguese Nationality papers and another Euro 400 to follow the process. I would go for them since they know what they are talking about and you don't have to pay all the money in lump sum. First pay for submission and they will provide you with the process number. With the Portuguese Nationality for Goans process number in hand you can call the Conservatoria dos Registos Centrais -  Lisbon directly from the numerous pay phones available in Goa and get updates. You have to speak in Portuguese with the officers at the Conservatoria. To find people who speak Portuguese and make this calls click HERE. If you intend to use the follow up services of the attorney you can make a deal with this attorney and make payments in instalments.

There are some who charge you Euro 1250 these attorneys are quick and promise you the process completion in 4- 5 month. People who have budget for these kind of fees and need the Portuguese Passport in a hurry should use this services.

There are also some agents in Portugal who investigates your process and give you the updates these agents charge you anywhere between euro 20 - 50 click HERE and leave a comment an agent will contact you.

If you intend to submit your Portuguese Passport process in Portugal allocate more budget for follow up services. To my understanding if you follow the Portuguese Passport for Goans process vigorously it should take 5 - 6 to complete the process of registering the birth and than the marriage. Registration of Marriage in Portugal has a pre defined time, when you submit the papers for the registration of marriage in Portugal they will give you a set date to collect the registration certificate normally 30 - 45 days max.

Once you have obtained all the required documents mentioned HERE you need to make an appointment with the Portuguese Consulate – Goa.

Appointments can be made by sending an e-mail to app.nationality@goa.dgaccp.pt , you have to attached the scanned copy of your passports first and last page and a copy of the Original Document. Generally the e-mails are replied on the next day with the scheduled appointment time and date.

The next option is to visit the Portuguese Consulate in Goa which is located in Altinho Panjim (take the second left from Panjim Church, the road with leads to the hill or CM residence) and ask for an appointment. The Consulate closes its gate for visitors at 10:30 am.

Generally the waiting period for scheduled appointment is 4 – 6 months from the date of application. The so called Portuguese Passports agents in Goa have an edge over this, if you use their services than you don't have to wait for this many months they somehow manage to get an appointment on your pre defined date. I suggest you to prepare all the documents by yourself and than use their services to get an appointment.

Persons wishing to submit their papers in Lisbon do not require any prior appointments directly click HERE and post your comments an attorney will reply to. I suggest you to get yourself comfortable with the attorney first and then make the decision. Don't forget to ask their fees to know if you have sufficient budget. There are different attorney who charge various fees for the same job. Some attorneys will charge you in low – mid hundreds euros and some charge you in low – mid thousands euros for the same job.

Portuguese Passport for Goans - Additional Information

The government administration in Goa has made some grave errors which hamper many legal procedures. The Conservatoria dos Registos Centrais does not accepts if you names are not in sync on all the certificated there are required to apply for the birth registration to obtain Portuguese Passport or Portuguese Nationality. I suggest to each and every applicant to obtain the birth "TEOR" first and and than the other documents. Why because the birth "TEOR" cannot be changed or altered but the rest of the required certificates for Portuguese Passport can be changed or altered.

Consider yourself lucky if the names on all the certificates are in sync with each others. If they are not in synch or are in different order than you have to get a divergence certificate. The procedure to procure a divergence certificate is mentioned HERE.

On being issued a Divergence Certificate is also best to do a Jurat. I suggest using the services of professional Notary Public who has sufficient knowledge of Portuguese and ask him to do the Jurat. To know more about the Notaries who do the Jurat click HERE.

Jurat: A jurat is the official written statement by a notary public that he or she has administered and witnessed an oath or affirmation for an oath of office, or on an affidavit - that is, that a person has sworn to or affirmed the truth of information contained in a document, under penalty of perjury, whether that document is a lengthy deposition or a simple statement on an application form. The simplest form of jurat and the oath or affirmation administered by a notary are:

{Jurat: "Sworn (or affirmed) to before me this ........ day of ........, 20 ......"

Oath: "Do you solemnly swear that the contents of this affidavit subscribed by you is correct and true?"

Affirmation (for those opposed to swearing oaths): "Do you solemnly, sincerely, and truly declare and affirm that the statements made by you are true and correct?"}
